Have you confirmed that voltage at the fuel pump is 12v . I do not know the threshold but i know it won't run with 8 volts. I had a bad fuel pump relay which on my '03 f350 was located on the circuit board in the main fuse panel ( in front of drivers left knee ).

I plugged in the code reader and it said it could not establish a link.
If all fuses and other connections are good and you still get that error, it's likely your PCM took a dump. Mine had a damaged capacitor caused by the previous owner roughly installing a performance chip and it would stall/no-start intermittently. Immediately after a stall/no-start I plugged in my code reader and it wouldn't establish a link. Swapped in a refurbished PCM and so far it's been fine.
EDIT: Now that I think about it, if the code reader powered up that means the OBDII port has power.
All the fuses are good. Took it back to the mechanic as I don't have time to keep jacking with it after work. I will post what the problem is after he gets it fixed.
That sounds about right. Do they have a replacement on order? There are companies that can repair your old one, and there are other companies that sell remanufactured units.
