97 7.3 E40D shifting problem

Hello, ive been trying to figure out a shifting issue with a recently aquired truck i have. Its gunna be a long read so bear with me. 97 f250 powerstroke diesel. The truck will start out in 1st and will not shift to second unless throttle os featherd. Once in second it will completely skip 3rd and go right to lockup od. Trying to turn od off on shifter does nothing. Yes shifter does light up od off. No it does not flash ever. Reverse works good as well as manual 1 and 2. Driving in od it will not kick down either. Im at a loss. I have already, hooked up my snap on scanner. There are no codes at all. Watched trans data while driving. Ecm commands 2nd way before it actually will try to shift. Ecm also commands 3rd when it should be but trans goes right to 4th. Let me know what your thoughts are, i dont feel like the trans is toast. Guy i got it from was driving it like this the last 2 years. Fluid looks decent and nothing alarming in pan. Thank you !!!
