I believe it is just a clear coat finish to keep the aluminum from oxidizing. You can use aluminum acid cleaner to remove it and then respray it with high temp clear paint if you want the shiney finish, or leave it natural.

Any parts store. Eagle One Mag cleaner works pretty good. Get the one for Mags( it has green wording on the lable ) it is the strongest, they also have an aluminum wash for anodized and coated wheels. This is too waek to do what you want to do. The Eagle One is the only one that I use. I had a set of CenterLine satin finish Auto/Drags on the 69 440 6bbl Road Runner that I used to own. Sprayed that stuff on there and in 2 minutes after hosing them off, they looked brand new, every time!!.
Just read the instructions well and don't get it on anything painted and you'll be fine. You may have to use a scrub brush or something to get all of the coating off.
