Strange electrical problem

Strange electrical problem
Howdy.
Have a F-250 inline 6.
After Hurricane, drove the truck for a few miles no problems started fine ran fine.
after after all that rain passed ,
went out and tryied to start it, nothing.
Put another good battery on it Nothing no dash lights, no lights at all.
Tried to Jump start it the dash light up, just the small Car was not strong enough ?
replaced the Solenoid, same thing battery at full charged,
not sure if it is Starter or maybe Ignition switch?

Sorry for the length of time for the Update.
Fender ground was not connecting and load tested the batteries and they test at 5.
so in short low amp Batteries and a bad ground.
