1995 E350 owner can't pull engine codes

1995 E350 owner can't pull engine codes

Hello I have just purchased a 1995 E-350 5.8 super club wagon. The engine check light is on full time and steady,I could not pull codes with Autozone code reader made for this yr ford nor can I pull codes with jumper wire in diagnostic connector under the hood no KOER or KOEO tests work to get a blinking check engine code light.After failing to get a code I checked the TPS as the van was acting like my older 1991 E-350 did when it needed a TPS and it ohm'd out bad.So I have replaced it as well as the gasket for the Throttle body. While doing so I found broken rotten vacuum lines and replaced them routing them as I found them.The thing is two vac. ports on driver side of throttle body are connected by a tee and it loops around to a bigger vac port on the pass front side of the throttle body. I'm not sure if that is right or previously done just to stop vacuum leaks in a poor attempt to just get by. there is a vacuum solenoid on the driver side of the engine above the valve cover near the back on a bracket that is plugged into a wire coming out of the fuel injector harness.And there is a spot on the bracket for a second solenoid and a unused plug that looks the same as the other wire plugged into the solenoid that is present.I bought this van from a wholesale lot in atlanta for a real good price.They couldn't start it and my cousin's Husband found the distributor 180 deg out of time and we set it it right and she fired right up! It has 4 brand new tires and the whole van has been gone thru by a previous owner! New parts list,,,radiator,Distributor,fuel tank, pump,filter lines etc. And the whole front suspension was rebuilt along with radius rod bushings and all new brake pads there is more but that's the highlights.
The transmission shifts good but has to be manually shifted through the gears as if TPS was Bad which it was but like I said it has been replaced now and it still acts that way.She is running really rich as well I haven't tested the O2 sensors yet that next on my to do list.The weather and start of new school year(3,5,10,11Yr old kids) have slowed my progress but I'm getting to the limit of when I can register the van without penalty here in NC.even though the plates from Georgia are good until Sept. 20th.
Any insight to why I cannot pull codes is most welcome.
I have to check the grounding of the engine to the body and chassis yet as well. battery is not charging good even though there is 13.75 volts from alternator when engine is running It looks new but could be a reconditioned one that is failing I'm not sure.

I'm a solid shade tree mechanic and Manual Machinist By trade.So I'm fairly solid in my mechanical aptitude and have worked on all my vehicles over the years.Not being able to pull codes has me stumped!
