It looks like emissions testing is the least of your worries, you have to pass safety inspection first... what year is the vehicle? If it's obd2 (1996+)as long as the cel isn't on and it has all of the required equipment you should be good.

I'm not sure what to say to that. Find another wrecked Bronco or 150, same year/engine and start swapping over parts? It ain't gonna pass smog like it is and I believe even in the exempted counties, you have to smog them to change ownership.
I know, bad news. Keep in mind, the seller has to smog the vehicle by state regulations. Might wanna press that factoid back on the PO (previous owner). You might get your money back on it.
Or, you might want to reg it in AZ if you can't come up with a donor for the smog equipment.
