My guess would be that it does matter as it is a coil being energized that pushes a piston within the IPR that allows for oil flow. I would think that if wired backward the coil would still energize, but the field would be backward.

Pretty easy to figure where the two wires go looking at the diagram. I would use a multimeter set for continuity from the PCM relay.

Red wire is hot (12 volts) with key on.
Yellow wire is pulsed to ground by the PCM to control the IPR.

Looks like Red goes to IPR pin on the right when viewed from the front top of IPR plug.

Drivers side, I believe. I'll go look at my 99, the 97 is not here at this time. Back in a few.

No joy on the 99, it is so dark in there and the wire looms are so tight I cant get a good look. I did take a peek at some old pictures and the IPR connector has a rounded side up and flat on the bottom. So Red wire goes to the the passenger side as you first indicated.

It should work either way. Did you put that brand spanking new CPS in yet your purchased from Ford? Is there ...

1. fuel in bowl?
2. fuel pressure while cranking?
3. oil in HP oil reservoir, topped off?
4. batteries - starter good, cranking fast?
