rough idle/running issue

Have a 1990 F250 351W. Starts up fine but bucks runs rough. Does this while driving also bucks with tach jumping. it slowly gets better then once warm runs fine. Any ideas? No CEL also but might be burnt out.

Hello, Get your codes checked....

"Starts up fine" = ? what does that mean ?
What does it do; first 30 Seconds? second 30 sec? next 2 minutes ?
