Just a shielding wire. You'll find one if you rip the other side apart too. Doesn't plug into anything. But is supposed to reduce electrical interference. Think resistor spark plugs (if you're old enough to understand that reference).
I'm kind of hesitant but cannot find a motor craft harness and gasket kit (other than the stealership). Should I be weary of the one picture or should I be ok since it's not a sensor or relay?

Results for aftermarket have been mixed. Since the picture you linked says valve cover gasket, you need to make sure it also comes with the wiring.
In my opinion, Oreilly is better than Autozoo, but keep in mind there are other options as well. GB manufacturing has been a source for a long time in helping us diagnose IDM issues with their tech bulletins and papers that we've linked to over the years. Looks like they offer the gasket and wiring for a lot less than what you linked through Rock Auto.

I pulled the harness apart and found that it leads to connector 15 on the 42 way harness connector. It's a completely exposed ground wire. The inside of the injector harness is oil soaked. I thought I was on the way to solving my problem. Now I'm just confused again.
The UVCH should be oil soaked, it's under the VC where oil is everywhere. Someone else posted a pic of one of those connectors with a bare wire running through it not long ago. It was deemed to be just a ground wire but I haven't dealt with it myself so I don't know much about it.

I would understand that the harness under the cover would be soaked. The issue is in my case is that I'm talking about the other side of the harness. I found the issue though. That wire is definitely a ground. It had come in contact with another exposed portion of an injector wire. This also may have caused the IDM relay to blow. I repaired the wire with solder and shrink wrap, replaced the relay. Started right up and runs great. Only thing left now is replacing a turbo hose clamp that broke in the process.
Thanks everyone for the help, advice, and info.
