Thanks to all of you for the great suggestions. I ended up getting new Cooper snow tires in 16.5", not re-treads, for $130 each. I didn't have enough $$ to buy 16" wheels and tires. Maybe next year.
The local Cooper outlet didn't offer the re-caps. But thanks to theonlybull for his idea...it led to an affordable solution.

glad to help, i hope you love your tires as much as mine. we use the small block style coopers on our bronco for plowing snow, and i use the bigger block ones on my 2wd for our winters here in Nova Scotia. being a volly firefighter, i see some bad weather, and some not so nice roads/driveways, and occasionaly the odd lawn or feild if i need to park out of the way.
