It is a computer controlled step motor and I have never seen one closed upon removal. The computer commands it to move to where ever it needs to be for the driving condition it is encountering. So at idle it is assumed that it is open a bit. Just make sure it is clean.
The pintel valve is attached to a rubber diaphragm that is spring loaded inside the round housing.
The diaphragm has a pin hole sized for 'controlled movement'.
The computer 'pulses' the pintel against the spring in one direction so the diaphragm does a controlled release.
The computer can only move it in one direction.
The spring moves it back toward rest position.
If the diaphragm hole is plugged and or the pintel is sludgged up to restrict movement, Idle can't be very well controlled.

If the pin hole is blocked inside the round can, you cannot clean that.
Only way is to replace the IAC.
The symptom of a blocked hole is the engine will start but die because the IAC is not able to be controlled thus closing off the needed air for proper Idle.
