Help! Can't get it to idle after rebuild.

TPS signal (green wire) is too high. I'm also concerned about the Ref, Voltage as well, seems high, which will effect the TPS signal voltage.
Got to think about this.
You had an old Continues code of "51c" - (ECT – Voltage to high), the ECT uses the same Ref. Voltage.
2 of those ECA Capacitors are in the 5v Ref. Circuit.
Also concerned about your KOER not running the course.
Check All your codes again after your drive.

Just took it for a drive.
Not normal. It sounds like 1 cylinder is not firing, but it may also have something to do with non-normal accelerator pedal feel.
I just checked the cable... It's connected, but the braided steel that wraps around the cable, is shredded. It shouldn't change the idle, because it appears to be in the same place when I unplug the cable.
The battery is dead now, so I put a charger on it and am ordering a cable now. ( I say ordering, because our local parts houses don't seem to stock much for this truck. They all say its too old).

I had my wife and daughter help me to get readings while I jiggled plug. It didn't make any difference.
Something to consider...
The 87 TPS is different than the 88 - 92 that the throttle body came from. 87 seems to be a lone year for that tps. The holes for the mounting screws are smaller on the 87. I had to drill them out a little to get the screws to go through.
I have the plug that came one the 92 throttle body. It has three wires going to it, just as the 87. They're colored coded as follows:
grey with orange stripe
black with white stripe
grey with white stripe.
You know where I'm going...
I have the plug that goes with it out of the harness. (I could solder it up and give it a try).

You charging system should have easily charged your battery up on that 10 mile run.....
"33c" - Check/Clean the connectors to the EVP Sensor on the EGR Valve. Give the EGR Valve a few hard taps with the hammer. Check the vacuum line to the EGR Valve. Nothing to worry about right now.
"67o" Expected this one to come back, but let's come back to this. (make sure your air-conditioner is turned off when testing)
When you get the chance, photo your old TPS & this other connector you are speaking of, get a shot of the TPS connector as well.
Ahhh, since you know how to drill, go at it again, or use a small round file to make a slot on each side of the screws slots, this will make it adjustable. (adjust to 0.97v or less, green wire)) (if the screws are long enough, add a flat-washer). Kind of curved slotted, Example;

Maybe, would need to compare the parts.
grey with orange stripe – (Probably a Red stripe)
The color code for the TPS did not change until 1991, so you have an = or > 91 TB.
I don’t know when the connector style changed.
(Did you capture any numbers off your TB before you installed)
Do you have the Part Number for the new TPS – Box, Receipt, etc.
Line your 2 old TPSs up and photograph both sides when you get the chance.
No need to change the plug, same signal paths, but my concern is the proper fit and operation of the sensor.
You will want to be sure the sensor is not binding or causing the TB not to close all the way against the throttle stop screw.
Let us know ahead of time if you something like this happens again, the more we know, the better we can help you.
You are our eyes (if you have 2), ears & fingers on the front line.
So, make some slots in the TPS. (If the holes you drilled are big enough, you might get some adjustment out of it, you won’t need to modify a lot)
Measure both wires at Throttle Closed & WOT.
Then see if you can adjust the Signal wire (green) voltage to 0.97v or less.
(exercise the accelerator, then remeasure)
(readjust if necessary)
If successful, take final measurements and post.
