electrical question

Well I needed to replace the instrument cluster lens due to the plastic getting milk from UV exposure.
During removal of the bezel, I found the instrument cluster main plug to be loose when I pulled out the cluster.
I had planned on just changing the lens by working on the cluster in the truck, but since the plug was half out of the socket, I decided to just pull the whole thing.
While it was out, I decided to go ahead and change out the instrument cluster voltage regulator. Did that, put everything thing back.
Now, the ignition won't activate the starter. Absolutely nothing happens when the key is turned. Checked the battery and there's juice in the battery. Jumped the starter solenoid and the starter just makes the tat tat sound as though there isn't enough power in the battery.

Any ideas where to start chasing the problem/suggestion of what could be the culprit?

If you jumped the solenoid with a good battery and the starter doesn't rapidly spin ... sounds like a bad starter.

I'd be checking other wires you might have accidentally pulled loose. Your battery might not have a charge.
also on the lens, what I did with mine is polished it with toothpaste+ elbow grease and it looks way better.
Another nice thing to do is find a fitting volt meter and swap it into the ammeter housing so that gauge is actually useful.

Hm, the ICVR doesn't have anything to do with starting as such. Might be one of those weird coincidences.

Start from scratch, pull the battery and put on a charger just for grins, and while it's soaking up some juice for a few hours go through and clean up all of the cable connections at block, firewall, frame. Grind down to bright shiny metal and tighten securely. Make sure solenoid itself has a clean tight ground connection.
