No power at start

We have an Excursion that has been in the family for several years, and we just picked up an 08 Expedition. They both have the same issue and I cannot find a solution. When the vehicle is started, the radio, power seats and windows have no power. It only last a short time...could be a few seconds to a couple of minutes. This does not happen on every start and we cannot figure out a pattern. Has this happened to anyone else and can it be fixed?

The contacts in the accessory delay relay are probably pitted.

Thanks. I will check the delay relay.

Last night and today, we are having a problem where everything works when the expedition is started except for the wipers. What could cause this?
