It's irony that this happened when it did, since I planned to upgrade the master cylinder and power steering they will be the first to be removed to make room to start drilling.
You can try to weld a nut to the broken bolt. This heats the stud and sometimes releases it and you can turn it out with the nut. Other than that, you need to drill and easy out it and that isn't fun on the truck.

In a perfect world I would have a tig welder an acetylene torch, an engine hoist in my man cave. In reality, I have a compressor a set of hand tools and a propane torch LOL
On the left side, a right angle air drill is doable. The right side, not so pretty much fun. I have been known to drill the inner fender well and JB weld the hole.
One down and the worst possible thing happened on the second. Had a good grip with the easy out and it snapped off inside the bolt. Now I am slowly trying to drill out the easy out ugh
I don't think you can. If you can see it, you might be able to get a punch on it and drive it clockwise to "unscrew" or disengage it. If you can't see the piece, you might be able to make some space around it with a dremel or small drill and pick it out. When you get it out, is the time to use a lot of heat...a LOT of heat and penetrating oil.
My recommendation is pull the heads now. Take them to a machine shop with an Electro Arc Metal Disintegrator and have them take the easy out, out.
Also remove the remaining broken bolts.
