Fuel Pump Problems

I have a 1988 Ford f 250 302 with a 5 speed. The truck runs great and is in decent condition. I have had some wiring issues which included my fuel system. Instead of tracking the wiring I decided to hard wire my in tank fuel pup and my high pressure fuel pump directly to a switch in the cab. My high pressure pump is good but my in tank one keeps blowing. Is this due to it running constantly?

according to my haynes manual ... "NOTE : some low pressure pump systems use a resistor in the pump circuit - voltage in these circuits will be less than battery voltage (about 11 volts)"
