7.3 Hpop pressure test

I could use some help. I blew an hp oil line to the head at high speed and accelerating, towed it back to my shop and replaced the hose as well as resealed the fuel bowl and the hpop. No start, no smoke. Here is my question. I have a gauge on one hpop outlet port and a cap on the other, I'd already changed them over to JIC. When cranking I'm getting no pressure. Yes I changed the short threaded plug and am positive the ball is still in place. All things being correct, should I expect to get pressure on the out side of the hpop or is is controlled by other factors?

well i made a mistake, i installed the IPR solenoid in the wrong order, once i fixed that it fired right up! so the answer to my post is yes and no, with the ipr correct the hpop should make pressure but without the ipr working it will not. fortunately for me the ipr was working fine once i corrected my little screw up.
