It's possible they're low because the center of gravity for a horse is high. The bottom half is nothing but legs. Just a wag on my part.

Remember that you have to get the horse to step up into the trailer, something that you have to train them to do. If you raise the trailer height too much, then you have an issue with getting the horse on. The alternative is to use a ramp, which is what you'd want if the trailer's raised. It would also make loading ATVs a lot easier.
