Brake issue

Well I have a 92 F250 with a 7.3 IDI, The brake pedal is hard most of the time while driving but some times when I down shift or if I am in 5th gear for a long period of time I will get 1 shot of normal brakes. Also the Rear ABS light just recently came on. I am leaning towards the vacuum pump but I would like to get other opinions. I have already changed the brake booster check valve. Also the A/C isn't working and the heat is defrost only which points towards a vacuum issue. Got any ideas?

Vacuum issue...
either pump is bad, or you have a massive leak somewhere.

How much vacuum is it pulling under these conditions before and after applying brakes? Compare to vacuum directly off the pump.
