The (red handled) pin pictures is 4 inches (useable), and using a pad lock means i don't need to keep up with a KEY.
Master Lock has a pin that will just fit a 3". Here it is on my 2 1/2" with about 5/8" to spare

This is what I use. Works great and uses the emergency key from inside the FOB to unlock it.

I do this on our coach too, to prevent someone from disconnecting a trailer or tow vehicle while towing (or sleeping in rest areas/truck stops etc).

I've heard the inserts are pretty expensive & while this isn't the prettiest solution it works well.

On 2 inch receiver's you have enough length to still be able to insert the clip (close to the receiver).

What size hole are you drilling for your padlock?

Sound like someone is a little paranoid. I guess it better to be safe than sorry huh?

its not so much about theft for me (not that i have seen any available 3" - 2.5" adapters available for purchase either), for me its about not having to look a KEY to lock/unlock the hitch pin on 4 different vehicle.

That Master Lock you're using is probably a 5/16" shank. Would a 3/8" hole be too tight?

I have a 3inch receiver, bought a Reese Locking Pin from Lowes last night, it barely fits.
