It could have been replaced with a automatic column. In that case he needs to go out under the hood and tie the lever coming out of the bottom of the column up, so the column thinks it's in park all the time and the key will come out. That is what I did when I converted my 89 from auto to manual. If the column thinks it's in gear, it will not let the steering wheel be locked and if that is not locked, the key will not come out.

There you go. That is a full size truck so that will be more representative of probably what he has.

Mine looks like the automatic column, so that's probably part of the confusion. Now as far as getting the key out, does the button have to be depressed to remove the key, or to even get it to the off position. My ignition currently won't turn far enough backwards to line the arrow on the collar up with the word lock on the new cylinder.

You need the release in order to turn the key to the LOCK position, which is when the cylinder collar tabs line up with the LOCK> indicator. This locks the column and allows you to remove the key. The next click backward (counterclockwise) from there is ACC. You'll probably have to remove the wheel and find what that button releases and release it manually, then figure out how to fab something in, or permanently activate that release.

Vehicles with manual transmissions have had this mechanism for decades. Most likely a federal regulation. Either you have to push the key toward the column, or activate a release, to turn the key all the way back. The OBSes have it, but the button is right next to the key cylinder instead of on the other side.

Well, guess it's time to get underneath it and find that rod Franklin2 was talking about. Thanks for all the replies, I'm really impressed with the response!

No need to go underneath. Go under the hood. Follow the column tube down. Down near the bottom you should have a short lever with a hole in it sticking out if it's a automatic column. That's probably all that's there, the rest of the linkage to the auto tranny is probably gone.

I forget what I tied it to, but there must have been something close, and I just pulled the lever up and tied it to something in there. Then it will work and you won't even have to push a button.

Not under truck - under hood where column comes through firewall - but you already knew that.
