Speedometer WAAAY off

Speedometer WAAAY off
1999 F150 5.4 New Engine (replaced 4.6) 4x4
I just replaced the engine and have a custom tune from 5 star tuning with the SCT X4. I have the revs/mile set at 640 as per measurement and the axle ratio on 3.55 as per axle tag. The speedometer is reading way off. When I am going 35 mph (per gps) the speedometer and x4 gauge both read a bit over 20 mph. What could cause this discrepancy when the settings are correct on the tuner? Thank You
Edit: Tomorrow I will jack up the rear end and verify the rear gear ratio.
