Help with Dana 60 rebuild

Hello

This is my first time on here so I'm hoping someone can help me. I have a 2WD 68 F250 camper special with a Dana 60 under it. The bearings are packed and installed. I put the inner nut on, torque it to 50lbs to set the bearings and then back it off and tighten by hand. Then I add the lock washer (tab In the groove). I then add the outer nut and tighten by hand. Then bend in (2) of the tabs on the lock washer over the inner nut. Next I set my torque wrench to 160lbs and start to torque the outer nut. I get up to around 70lbs on the wrench and everything starts to turn and the tab on the lock washer shears off. This has happened twice now. Can someone please shine a little light on this for me? Thank you!
