The dash (instrument cluster) is identical for each. The upgraded 8" instrument screen got dropped and was part of the driver assistance option. With the premium package you get sync 3 (8" center console screen) with the value package you must add sync 3 as an additional option. Premium package has power drivers seat and manual passenger. Premium pkg. is the only way to get heated seats...
Ford's B&P is blatantly incorrect in certain aspects, including the XLT Premium package showing the 8" Productivity Screen (gauge cluster).
Early XLT builds were available with the Driver's Assistance Package that included Adaptive Steering, Automatic High Beam, Lane-Keeping Alert, Leather steering wheel, Rain-Sensing Windshield Wipers, and 8” Productivity Screen. As of the Jan Build Guide, that package is no longer available.
That said, the Premium Package is well worth the money, especially with the heated seats, IMHO.
My understaning is that the XLT Premium Package instrument cluster looks like this:

The Premium package also requires that you add the PowerScope Trailer Tow mirrors and one of the rear window options at additional cost.
However, on the good news front, ordering the XLT Premium Package lowers the MSRP of the 40/console/40 front bucket seat option from $945 to $300.

The XLT Premium Package does not include the 8" Productivity Screen much to my disappointment. Ford discontinued that early in production as I found out. I looked at two trucks. One was on my dealer's lot and had that display with a June production date(or July). I found a truck I liked better on another lot and had them swap for that one(with a Nov. production date). Both had the XLT Premium PKG. Others here have said that the 8" Productivity Display was never a function of that anyways but comparing the stickers between the two they were pretty much option for option. My truck has the 4.2 inch display....
I have been through this dilemma about 50 times.
I wanted heated seats, and powerscope trailer mirrors. The premium package is The only way to get them. I do not care about all the chrome, however it comes with the package. The lower cost for the 40/console/40 seats is a bonus.
When I order my F350 in July it will be with the premium package. I think it is a great value.
My current 2015 F150 XLT is set up this way (without the powerscope mirrors, I really miss those)
I love the combination the Super Duty has.
My understanding is that the 8" productivity display was part of the now-discontinued XLT Driver Assistance Package (RPO 96D), which was an early MY2017 option on top of the XLT Premium Package.
We may need to keep this 4.2" vs. 8" PD kerfuffle in perspective. Part of the 8" display area is occupied by the four (very nice) small electronic gauge displays. The corresponding mechanical gauges are outside of the 4.2" PD screen.
Nonetheless, I took like the 8" PD's appearance and configurability. And, I think the XLT four small gauges' "upside down" orientation looks goofy.
I also like the the driver memory seat in the higher trim levels. And the push-to-start feature. And the heated rear seat option.
I just wasn't going to pay for the Lariat Trim to get the 8" PD and then pay even more for the Lariat Ultimate Package to get the memory seat and the PTS, and then pay even more for the heated rear seat option. I just have no interest in the leather seats or the moonroof for a truck. The net cumulative MSRP upcharge would have been >$9K including the loss of the current XLT incentives.
Oh well... I still think the F350 XLT we have on the way will serve our needs very well, and very comfortably. In the meantime, who knows what cool features may "trickle down" over the next two-to-three years?
I got a XLT, the only things I did not get with the Build and Price were Front and Rear Mud Flaps, (Front was there but rejected when placing the order, Could not find rear at any level), and a Auto Dimming rear view mirror was not an option either.
Correct. Can't get it. It never was part of the premium package. Yes, the picture on Ford's build site showed it but it is/was incorrect. False advertising to say the least! Early on that screen was part of the driver assist package but that package was discontinued late last summer/early fall.
Also the posting that details the premium package is WRONG too. The 4.2 " display is standard on XLT . The order guide that that it was pulled from is wrong. You will find the 4.2" is listed in the standard features of the XLT.
Now all that being said, the 4.2 " display does 99% of what the 8 inch display does including the off road display that is shown in the 8" picture. There are a few setup things like an extra fuel history page, allowing you to change the 4th gauge from def to tranny temp, etc but overall VERY LITTLE difference functionally.
