Hi guys now forgive me if had posted about this before I searched my old thread to see if I had but I didn't find anything. Now I've had this problem for a while now. The problem is when I honk the horn with the key off the horn wants to honk but nothing comes out but like a whine...when the truck is on it works no problem...with lights on different story does the same thing wants to honk eventually come out but you really have to hold the horn pad also the lights dim when trying to do this.
I checked the fuse and its good but weird thing is with a test light is doesn't light up I had to pull it out of the fuse box to inspect it. (my Haynes manual says Fuse #16 hot at all times.)
battery is 3 years old and is on a maintainer so I have good power source

My hunch is when the engine is running and the alternator is charging, the increase in system voltage is just enough to overcome a marginal connection somewhere.
Try running a voltage drop test on the positive and negative sides of the horn circuit. This article was written primarily for a slow starter, but it can be used on any electrical load:

I'm not sure if the truck does have speed control. The truck is a 86 f150 with 300 six and 4 speed manual tranny if that makes any difference.
where would the horn relay be located? Under the hood or underneath the dash?
A bad horn can also do what you posted so don't over look that.
because of the age of the horn and some what easy to get to I would replace it and go from there.

I had a hard time trying to find my horn. It's way up to one side of the grille. Can't remember how I got to it.

You know when posting I was trying to remember where they were but was over a year ago I took the 2 trucks apart and 1 truck may not of had a horn?

Also, some trucks had a single horn while others had two. Don't let that skew your troubleshooting, such as checking voltage at one horn, unaware there's a second one (possibly inop) in the circuit.
Hey guys! sorry I have been MIA had to do the misses brakes on her Escape and I took her rotors to get cut... when I got back I worked on Big Red. I looked at the truck just thinking what could it be and I unplugged the second horn by the bumper and tried it out it work with the engine off. Then I tried it with the lights on same thing it worked!! I took the second horn off cleaned it up it had some minor rust where it was bolted up. I put it back and hooked it up but still nothing. I had a spare horn from a Lexus that I had on my corolla and tried that one and it worked both horns honked with the engine off. So the horn behind the bumper is at fault.
Now the horn behind the bumper is the low pitch horn or high?

Amen to that the 300 is the best! When I began to drive my truck I thought it was the fastest thing on earth. Dump the clutch and watch that one tire fire! It never gave up on me. I did a mild rebuild and added a cam, bigger pistons, offy intake and efi manifolds really woke up the 300. I love it!
