Ever seen this before?

So I was checking underneath my f150 to see if the sway bar off the f250 would fit on my f150 and I look up and saw this.

I'm not sure if anyone else has something like this on their truck. I'm not sure if this is factory. I asked my dad if he had this put on and he said no he said he didn't even know that was there.

A lot of pickup trucks back in the day were sold without a rear bumper. This is a license plate bracket/light assembly. My 84 F150 had the same thing underneath it. An old timer told me a while back, pickup trucks also didn't come with a spare tire; only a wheel.
