Try a local automotive glass company. I know they used to replace broken mirror glass in car and truck mirrors. If they still do they'd have the rubber.
The stainless steel West Coast Jr. mirrors are still available brand new. They aren't an exact copy of what was on a Bumpside but if you're wanting a set and can't find a set or, can't find an original set in good condition....this would be an alternative.
My grandfather used something like the Type 8 mirror lower section, but with the mirror and holder part as in the picture above. He then turned the arm in towards the truck, and flipped the mirror over. So, it doesn't catch as much wind, but can be extended about 9" to see around the occasional overhanging load.
The base is a sturdy setup with triangulated portion. No vibration problems. No punch-through on washboard roads. There are cheap replacement mirror/grommet/holder assemblies at most auto parts stores.
I put a semi-fisheye convex mirror on mine, to see up, down, and way over in the faster-n-me lane.
Mirror arm swung in towards truck, with mirror flipped over. Less Wind Resistance. Enhances airflow through wind-wing. Can be adjusted out for overhanging loads.
