I would say soap & water in a bucket to start.
I would try and go easy on the water because if it gets under the mat it will be there for some time. Maybe a wet vac to control the water?
Not a clue on conditioner but what ever you use it cant be slippery because when you step on the brake or clutch you foot can slip off.

Years ago, I removed the original mat from my son's 1984 F150 single cab. I took a hose and scrub brush, like used on tire sidewalls, and using an automotive wash/wax solution, gently scrubbed and rinsed several times. I flipped the mat over and allowed several days for the padding on the back to thoroughly dry. The result was a clean sheen. I lightly sprayed the mat with a tire shine product and the color was much more black and after a short while, most was absorbed and there was not a problem with the mat being slippery.

Mine was Jeep seats open top - thank god for seat belts and even then it was not fun the drive.
I would say anything you find to make it shinny try someplace out of the way to make sure it will not turn into another "death truck".
