I click on the scales to give reps and it opens the blue box that says "add to reputation". It won't allow me to go any further, so I can't add reps. What am I doing wrong or missing?

What he said^^^^!!! I've never been able to do it unless I'm on a computer. Smart phones and tablets seemingly won't allow it.

It will not let you give them to the same person repeatedly (or too often), is that what you are doing? They make you spread them around.

I believe I'm using internet explorer. We haven't changed anything on the computer. This started about a month ago. Before that I didn't have any problem giving reps. I also have the dialog box come up that I need to spread reps around, but this is a different issue. I can't give reps at all.

Are you using windows 10? I have windows 10 and have always used internet explorer as my browser. About a month ago my computer did one of those automatic updates and now it says my browser is Microsoft HD, so in a few of my sites I can't do some of the things I did before. I called on one and they told me of this issue with Microsoft HD and that there software did not recognize it, and the thing to do would be change to google chrome or another. Don't know if this is your issue or not.
