Mine seems to work fine. Doesn't work as well as the one on my brother in laws 2016 Dodge, but it has worked so far every time I've hit the button. (2016 with around 15,000 miles on it so far.)

When does it do this?
I only use mine when I'm towing and it has worked very well.
The Ford system will not bring you to a stop, and I don't hink it will really slow you down on a steep grade with a load. But it does a great job of holding a speed you set on a down grade. At least for me with a 13,000 lbs trailer.
I can cross a mountain pass and the set the cruise at 55 mph and touch the EB and the truck will hold 55 mph down a 7-8% grade. With out the EB I would easily roll up to over 70 mph and have to brake.
The light flashing a few times and then going out suggests a problem with the switch, or wiring to the switch. The push button switch is not a simple device, it appears to be a CanBus node. Do you have any DTC codes? Unplugging the switch will throw a code, if it was intermittent I would think you would get a code. The code will set the CEL.

When using the exhaust brake set the truck in tow mode. When wanting to slow down proceed to gear down when the rpm reaches 2000 and continue to do so until you are in first gear..... it wont stop you, but when used in conjunction with the brakes, you will slow down extremely fast. This isnt recommended on icy roads.
I pull a 2016 Jayco Pinnacle 40' fifthwheel and I have no trouble whatsoever slowing to a stop on 7-8% grade with very little brake application. I am running a 2015 F-350 6.7L crew cab dually long box stock. I've had breaking competitions with both dodge and chev.... neither stand a chance again the braking power when using in combination with downshifting (automatic transmission)
Climbing up mountains in high altitude the chev and dodge seem sick when trying to pull the hills like the ole ford does !
I changed my air filter on my 2016 once...there's a 4 conductor wire on the filter box that has a right angle clamp. Mine came loose out of the clamp, make sure that clamp is down. I had the exact problem you did
" When using the exhaust brake set the truck in tow mode."
I was of the opinion that when I activate the fart button it automatically selected the tow/ haul mode; is this correct - or am I mistaken?
If you don't have the truck in Tow/Haul mode in the first place, the Engine brake will not set it in tow/haul. I don't haul anything yet, but I use the EB when coming down a steep hill close to home. I use tow/haul mode all the time for the most part. I feel that the truck shifts to the higher gears and then the engine lags too much when not in tow/haul.
