I wouldn't pay $400 for a refurbished column, there's too many used- good condition ones out there for $75. But maybe my time is worth less than yours, to each his own. Sounds like you have a rotten bearing up top too. Don't know any rebuild guides off the top of my head, but once you get the wires out of the column everything else is pretty intuitive. I have rebuilt my fair share of Ford steering columns, and TBH, I would rather replace than rebuild. It's a tedious job and by the time the bearing wears out every other part is an inch from death anyway. If you decide to rebuild, all Ford steering columns with the pot metal shroud are more or less the same inside and were used in everything from Lincolns to vans across 4 decades- so there might be some good rebuild info on car forums too.
Replacing the entire column costs $150 at most, and takes 15 minutes plus whatever time you spend on locating the part.
