2003 F250 4x4 Intermitent

2003 F250 4x4 Intermitent
I have a 2003 F250 5.4L and the 4x4 is intermitent. I flip the ESOF switch on the dash and can hear the motor on the transfer case click over in 4 high and 4 low. The dash lights up showing it is engaged but the hubs are not locking. I have checked to make sure all of the vacuum lines are good and connected properly and even changed all the fuses and relays along with the pulse vacuum hub solenoid. Not sure what to do at this point.

Thats a good question. Along with that, have you pulled the hubs apart, cleaned them, re-greased them ever?
If you ever do clean the hubs, make sure and replace the large O-ring that seals them that comes out when you take them apart.
