6.4 oil cooler replacement procedure

I'm looking for the Ford service instruction for replacing the oil cooler on a 6.4l.
Dealer claims that they must perform a coolant flush with VC9 after the cooler is replaced. This makes no sense to me. That would release rust and scale into a new cooler. No surprise that my new cooler was plugged immediately after they replaced it.
Looking for the Ford instruction that tells them to do this.
must be a mechanic out there with the factory ford manual.
