Forgive me for I am new to the Ex market. What is with the fluctuations of prices? I've seen people asking $23,000 for one with over 200k on the ticket and the next ad down same price with 150k. Or, 100k for $18,000. And then on the crazy side, I found a 2005 with 250k, reman'd motor, for $29,000. What's a good price for miles?!?
Look at the V-10 EXs, there are typically much cheaper.
These big wagons aren't made anymore and every day there are less of them, so the "desirable" models (mostly the 7.3 rigs, but even the 6.0 ones) with the upper trim levels in decent shape tend to get listed for way above "book" value. Many of those ads are just fishing expeditions though, some will stay listed for a looong time waiting for that one fat fish to bite.

I've been even looking at those but this will be my daily driver and I'm kinda partial to the diesels.
I hail from lovely central Texas, just south of a little town called Austin.
I'm looking for an '04 or '05, 4wd, diesel. preferably leather and captain chairs in the second row. I'd like a decent maintainenece record and some of the problem areas already addressed. And lastly under 200k and around $15-16k.
I know it's a lot to ask for but I know they're out there. I let one slip through my fingers a few weeks back. 170k for $14.5 😬
Some folks want to spend $10k for a fixer-upper and can then spend $15k to redo the interior - rebuild the engine - install a 6" lift kit - bigger tires w/20" wheels - etc.
These same folks, then try to sell their vehicle for $25K because that is how much they have invested, without realizing few people "trust" their engine "upgrades", or don't like their wheels/tires and/or lift - so to each their own.

I think your criteria is reasonable. The trick is having the patience for the right one, while also having the diligence to find the fresh ads quickly so they don't sell before you can act.

I looked for two years before I found ours. I had to have a 2WD, V10, with captains chairs in the second row. Finally found a nice clean one that was local, no service records though. It has been a great Texas truck and really hasn't given us any major problems. That being said, it has given us a fair share of little headaches though... seems like a lot of things on it get finicky with age. Thankfully, parts are usually cheap and you can guarantee that someone else on the forum has had the same problem and has a quick fix if you search hard enough.
I found mine by accident shopping for a donor vehicle to do a diesel swap on my bronco. $6k for a box stock 7.3 with some body damage and a kid stained interior sounded reasonable to me as it more than fit my intended purpose. It was driving the Ex home that resulted in selling off the bronco and pouring $$$ into the ex. I only regret that in tight parking lots.
Since I got mine a few years ago, I've seen them in worse shape go for much more than I paid, and a few that were better go for a little less.
