You could have an ICP acting up on occasion however no codes for it I see.
It's an early build so it's a PITA to get at, but I would be sure the sensor is not oil soaked, as well as the pigtail.
I doubt the dead pedal and a failing HPOP(not that yours is even bad) go hand in hand.
You could, for a few days, drive it with the ICP unplugged and see if it still acts up.
Well, I was towing my boat to my neighborhood boat ramp (1/2 mile) to do some troubleshooting on my outboards and on the way back got a slow responding pedal, then no pedal, and finally complete shut down. It took a few tries but it started back up and I never lost HPOP or any of the IPR or ICP. It threw no codes this time. Curious if it is a fuel delivery problem. I bought all of my fuel filters to change, Ill pull all that apart and see.
Update: Well, I like to consider myself somewhat of a maintenance freak....apparently that only applies to my toys and not my truck. I am completely ashamed and horrified at the condition of my fuel filters. I bet yall can beat the internet to death and not find a worse looking pair. I am 100% embarrassed. I replaced and the fluctuation has disappeared and after a short drive no dead pedal, or stalls. Is it possible that my fuel filters were so clogged that it starved the system and then caused a dead pedal as well? Im almost positive the fluctuation and stall is fixed after seeing and replacing my filters, just wondering if I need to order a new pedal as well. Would be nice if I killed all three PITA birds with one stone.
My problem is back. I drove it all over Saturday, highway, stop, go traffic. Turned it off on, no issues. Towed my boat to the ramp and back, no issues. Bringing my boat home today, truck exhibited the same issues, no pedal, fluctuating idle, shut down, and then no start with my boat on and in the middle of my street. After letting it sit with the hood up for a while, it started and I got my whole rig out of the street just barely and running like garbage. I parked it and now have another no start. Waiting to see if temp has anything to do with it, but Im frustrated.
Underboost code, did it blow smoke? If you have a boot that blew off or is leaking you'll have that problem as well as a lot of smoke, but it won't make the truck die in my experience.
There's a fuel pressure test port in the upper fuel filter bowl. You just un-thread the plug and thread in the test adapter. Have petroleum compatible teflon tape handy, you can get it at Lowes/Home Depot. It's yellow in color and inexpensive. You can get a loaner tool from a parts store to test fuel pressure. They usually have a not-cheap deposit, but you do get that back when you return the tool.

If memory serves, I thought the threads in my 06 test port were a straight metric with an o-ring. Do different years have pipe threads?
IIRC, Rusty's blue spring thread has the size. I bought one of those sending unit relocation hoses that included the fitting.

Yes, you're right!! That one does have regular threads with an o-ring.
I have an adapter permanently installed in mine to run a gauge in the cab. I think I needed the teflon for the sensor going in to the adapter and davlan probably won't need any. Sorry for the mixup and thanks for the correction.
Have you tried disconnecting the ICP sensor like navistarnut recommended ? By doing so the computer will default to the minimum psi to start. By disconnecting the sensor it removes it from the equation. If your problems resolve it's a failing/bad ICP sensor. Early 2004's the ICP sensor is located behind and towards the bottom of the turbo. Late 2004 it will be on the passenger side valve cover. You will trip the check engine light but It should shut off when ICP is reconnected. I replaced 3 in a 2 year span because I was buying cheap sensors.
I started tooling after work and notices that one, my upper filter cap was not completely seated. I uncapped it, rethreaded it and it is now sitting completely down on the housing. I cleaned the area and fired it up. I now have a leak coming from where the spring housing is located at rhe bottom. Not a continuous drip, but I dry it off and the bottom housing is immediately wet again amd will for a drop. I did find my fuel injection pump test kit, but with it leakin, I want to fix that then test. Is the port on the housing the same plug as the water drain on the lower filter? Thats the only place I saw a port. Also, I ran it again tonight, beat it like a rented mule, and never gave me an issue accept for a single surge when backing in the driveway. I drove it again, never happened again.
I have unplugged the ICP yet, i cant even see the damn thing. Not sure how to get to it to unplug it. The degas bottle and FICM are both blocking any easy access. Is there anothwr easy way to get at the plug?

There's no easy way on an 03. You'll have to move the degas and remove the FICM.
