Why is small engine throttle always hard?

Why is small engine throttle always hard?
I have numerous small engines (think 5 hp air compressor, pressure washer etc) and every single one of them has an extremely hard to move throttle. These are the ones with the throttle under or around the on/off switch and the choke. Can anyone explain to me why this is?

There is a housing through which the cable goes through. It requires lubrication once a decade.
Disconnect the cable at the end, draw it through, oil it up. Repeat two or three times. Oil both the gozinta and the gozouta. All your problems will go away.
