I've been looking to purchase a 7.3 powerstroke for a few months. it seems most of the trucks I look at are full of rust. how much rust is to much and have me worried. I'm trying to stay under $15000.
If appearance is not important then a rusty truck maybe a good value,or You could purchase one away from the rust belt areas,trucks with rust will need some inspection/or repairs such as deteriorated brake/fuel lines etc.,they can be a little harder to work on due to rusted fasteners.
How much is too much is really up to you. Where is it? Body rust is easier to mend than frame rust unless you're talking about cab mounts. Check all of it. If you get a truck with a rusty bed, beds aren't hard to come by but they do cost money. $15,000 sounds steep to me for one that needs work but it is all relative.
If I had a $15,000 budget, I'd buy something off ebay or craiglist from a southern state and include the plane ticket and gas back as part of the cost. I would never buy a truck that rusty.

You should come on down to Fl and take a look, mine hasn't got a single rust spot on it anywhere, there seem to plenty of them down here in Craigslist......
I paid $9200 for a truck with zero rust and 220,000 miles. Despite living in north GA, I had to travel 600 miles one way to buy the truck. It was and has been worth it.
Do not be afraid to spend $200 on fuel to buy a truck that you hope to keep for the next decade...
If you have to ask, it's too much.
When you find the right truck, you'll know it. If you're near the coast where there's a lot of salt air, or where they use a lot of salt on the roads, it may be wise to look elsewhere. Look for a rich neighborhood and find somebody's well maintained used toy.
