Leave the key in the RUN position an extra 20 seconds or so after the WTS light goes off, to extend the GP run time. See if that makes a difference.
Block heater is in the oil cooler. It's most likely there; otherwise (unless it was replaced by a plug) your coolant would run out. The cord might be missing or decommissioned. Replacement cord is available at NAPA, generic KATS part.
Front and rear tank lines converge at the fuel selector valve, which is on the inside of the driver's side frame rail, just about directly below the driver's door handle.
If the truck has been sitting a few months, how long has it been since you filled it up? Did you treat the fuel with any kind of additive? I'm thinking the fuel may be gelling.
