Code 311 and smog pump

Code 311 and smog pump
The previous owner removed the catalytic converter and cut the hose that comes from the smog pump. Would this cause a code 311? This is a 1992 f150 302. Thanks!

Is it worth it for me to reattach the smog pump to this valve if there is no catalytic converter for the valve to run to? Will this solve the code 311? Does this make a difference to the engine?
