no power

Hi i'm new here. i recently bought a 99 F350 super-duty .Great truck but it doesn't seem to have the take off it should. It is a stock 7.3 turbo six speed. The problem i have is in the mornings if i don't plug it in overnight it will not start and when it does it will not move until it has warmed completely up. And then it wont tach over 1500 to 1800 or go over 20 mph .Its as if i'm not pressing the pedal down. Once you get on the road you have to hold pedal to the floor and once it gets to about 2000 or 2500 it feels like something opens up and truck will take off. Also it losses speed up hill. i pull a heavy trailer a lot of the time and on flats it does great. iI live in Ar so it is not real cold (I mean lows in the 50 ). I have put new fuel pump ,filters, dropped tank clean screens. I have worked on trucks my whole life but new to diesels . Any help would be greatly appreciated. Thanks

mileage?
Glow plugs working?
maybe big intercooler leak, pressure test to be sure
Check armature clearance on injectors?
Check the valve cover harness for burned pins?
