1996 and up is OBD 2 and the plug should be under the dash on passenger side
... except that most F-250HD and F-350s stayed EEC-IV through '97 and didn't go OBD2 until the '99 model year. The exception was California trucks that did go to OBD2 when everyone thinks they should have
There is a code for a rich condition. Run the KOEO tests and stored code (Continuous Memory) display.
The most likely cause, given your symptoms, is a faulty fuel pressure regulator. A common failure mode is the internal diaphragm ruptures which allows fuel to be sucked into the intake. Pull off the vacuum line from the regulator and inspect for signs of fuel.

Learned something new, only ones I've ever had or dealt with were indeed Cali trucks.
The truck has OBD 1 judging from the plug under the hood.I haven't had a chance to check for trouble codes yet but I removed the vacuum line from the regulator and there is no signs of gas. I drew 20 lbs vacuum with my hand pump and it holds steady. I did however rip one of the O rings when I removed the regulator. Now would it mater as far as the injection goes that the motor is a 1997 and I put it in a 1996?? The replacement motor sat for a year or two before I reinstalled and ran it.
The rich condition was caused by a cracked vacuum line at the rear of the intake plenum going to the MAP sensor.

I own 3 1990's trucks. 1995 made sold in 1996, 1996 sold in 1997, and 1997 sold in the in 1997. All are all OBD2. The 1997 is a CA diesel. Other 2 are not.
