Does anyone know if an f150 bumper is the same as my 03 250?

 

Doesn't look like it. The part number for your year crosses over with other Super Duties from '99-04, and that's about it. The Excursion shares the same front bumper as well.

 

Is that front or rear part number? I didn't specify rear

 

Neither bumper part number is a match for the F150 of any year.

 

Ford does list a match between F-150 rear bumpers and F-250/350 Super Duty rear bumpers.

The 2001 F-150 Styleside, STX, XL with Appearance Package, or Nascar package was originally serviced with a paint to match step bar only part number of F75Z-17906-EB. However, long ago, this part was no longer serviced, and was superseded by YL3Z-17906-CAB.

Simultaneously, the 2001 F-250/350 Super Duty was originally serviced by YC3Z-17906-CA. Pause here for a second to notice the difference in the part number prefix between this "C3" (that era's Fordspeak designating the Super Duty platform) and the "L3" (former Fordspeak for the F150 platform) in the previous service part number for the F150 above.

Now, also a long time ago, the Super Duty's YC3Z-17906-CA service number for the rear (paint to match) bumper was discontinued, and was superseded by YL3Z-17906-CAB. Look familiar? Yes, this is the exact same superseded service part number as for the F150 above.

The foregoing information is from Ford, but it is dated a long time ago. However, by entering the service part number found in common between both platforms on eBay, and seeing what is for sale today...

In the first link, the common service part number YL3Z-17906-CAB is described as fitting a 97-03 F-150:
