It sat for about a week and now has no power and rough idle i changed icp because it had oil in the plug. i also attempted to ohm uvhc but not sue if i did it correctly. i drove it to a diesel shop in town to have it scanned and i think it was a matco scanner. not sure about other codes. he just said it was 1298 and needed a new idm

Do you have a Chip or a Programmer?
P1298 is "normally" associated with another code. If you're seeing it, the Scantool used appropriate for the Truck. Unfortunately, the only way to be certain is to send the IDM for evaluation or use a known good one.
Can you get an App or Scantool to monitor system sensors in hopes of eliminating other possible causes?
