If it rotates but won't come off, strike it squarely very hard with a hammer a couple of times near the center where the axel is. It is common for rust to build up between the face of the axel and the drum.
If it still won't come off after that you will need to unwind the automatic adjuster. There is a slot at the bottom of the backing plate. You can use a flat bladed screwdriver to unwind the star wheel.
Some drums have 3 flat head screws holding them onto the hub spindle... Looks like yours may be missing... check the 3 holes you can see in your photo... and then give it a good whack in the center with a good hammer... not a toy, but a good hammer..
Per, squirt some WD-40 on the studs sticking through the drum a wait a day. Try again, with bangs from a big hammer. If that does,'t work, heat with a torch, squirt with WD-40, wait another day.
If that doesn't work still, crawl under and pop off the rubber at the inspection plate. You will see the star wheel. With a screwdriver, back the wheel off.
Spin the drum as you go. It it stops spinning, the linings are locking up in grooves. Go back the other way. Go twenty more clicks. The idea is to get the linings back out of the drum grooves.
Hammers. We have to talk to this rusty old iron after decades.
When I was still living in my home town of Toledo, Ohio, it too was in the rust belt. We also used a BFH. Strike the face of the drum in between two of the lug studs. Go around the circle between all the studs. By the time you come full circle the rust should have released. Once you get it apart check out those rusty studs. Wheels and brakes are safety issues. If it were mine I'd replace the studs,nuts, and prolly drums.
I have found that Aerokroil is way superior to WD... and 2x on the BFH...

I have sworn by Aerokroil for years... it's definitely good stuff.
But I recently discovered that a 50/50 mix of acetone and ATF actually works better than aerokroil and it's cheaper... just don't put it on anything that still has good paint on it as the acetone will ruin the paint.
I sent by the garage this morning on my way to work and sprayed the drums with the penetrating oil, and then drove by there on my way home this eveing. A gentle tap with the sledgehammer and the drums came right off! Thanks guys!
If you'll put a little Anti-Seize on the center register of the axle (around the outside of the protruding circular object in the center of the axle wheel flange --when you go to put everything back together), you won't have this problem again in the future.
