My neighbor noticed that I was having soo much fun trying to remove that tar-like undercoating from my replacement inner fenders a couple of weeks ago. He works in the aerospace industry (like most of the people here) and dropped of some cutter heads to see if they would work. They use them to remove sealants and gasket materials on instrument panels and Heads Up Display units. The monsoon is suppose to pause next week. I'll try them out then. 3M makes them. These are a No (size)8. These are about 3/4'' dia. The No.3 is either 3/8" or 1/2" dia. They come with a 1/4 X 28 shaft to use on a right angle air tool (or a drill) Just keep the RPM under 1000. You can see the package and the 3M part# in the back. Grainger carries them, not sure who else does.
Makes sure they don't give you the CASE price (about $430)
I think these(or the smaller No.3) would work good in the drip rail. They don't gouge the paint.
