The NAV in my 2011 has a button one the lower left of the controls that turns off the screen. I use it all the time when backing the RV at night (wouldn't have to if the reverse lights were in-op with the 5th wheel hooked up).
No button like this on the new trucks?
I stand corrected...if you go to settings, display, and display mode...you can shut the screen completely off. Touching it turns it back on. Not as convenient but still there.
Having the power outlets shut down is not necessarily a bad thing. Did you consider adding an additional USB tied to an always hot source just for the phone charge?
Have the same issue in my wife's car. Considered for a long time about wiring a "hot" 12v or USB port for phone/device charging. Then it hit me....I bought a $15 external phone battery pack. It stays plugged into her 2nd 12v outlet in the cargo area all the time. Continually tops off charge when car is running. Now she always has portable phone/device power. Waaaay easier that stringing wires, fuses, etc. Of course, this only address how to charge a device with the car turned off.
