If you don't have fuel trying to pour out you don't need to plug the line.

Yes you can just take the cover off, I've done that too.

To the OP I had the exact thing when I bought my truck. Doing "new to me" vehicle maintenance while changing the fuel filters I shot some brake cleaner up in there but never could get it to stop coming out nasty looking. Bought the kit, yanked the whole thing off the frame and found same as you.....

what size is the drain allen ? and socket to change the filter on my 03 6.0 , mine is a no start , so im going to start there

6mm. Make sure the Allen wrench is fully seated in the plug so it doesn’t strip out or you’ll have issues.

36mm bottom cap 24mm top filter

You should start a new thread about your no-start, because I'm pretty sure this isn't going to solve it for you. I'd say 80+% of the time fuel pressure is not the primary underlying reason for a no start. These things will idle on half of base operating pressure, and will buck along at half again of that pressure, so if you're getting a nice even crank without sputtering and spitting, a sensor is a much more common issue.
