I know this might blow your mind but FYI, you can mount a winch to a flatbed.
If your ramps pin on to the bed you can jack them up once the back of the car is on them to get rid of the angle. Break-over angle is why ramp trucks exist. Tilt/dump flatbeds are a thing too. Actually, now that I think about it, a rusted out 1-ton dump body with frame and hydraulics would be a dirt cheap way to get 90% of what you need to build a pretty nice tilt flatbed
A flatbed truck can load/unload in a lot tighter places and can find parking a hell of a lot easier than anything with a trailer. Toll roads will cost a lot less too.
