When you stop cranking, do you hear any gurgling in the engine? It could be air in system causing a hard start.
It sounds like it's cranking fast enough, but the tack says it's not.
If the clutch is grabbing, try putting the tranny in neutral. That may allow it to spin faster using the starter.
No smoke and the oil pressure is high but the volt meter on the dash says the batteries are low. I did put it in neutral still nothing. I took the starter out to get tested and they said its fine
The dash voltmeter tells you voltage, but nothing about the batteries' current capacity. It will always read low when you first turn the key to RUN because of the load of the glow plugs. You need to LOAD test the batteries, and make sure they're isolated when you test them.

I believe your voltage is too low while cranking for your injectors to fire. Try jump starting it. What happens while pull starting it, your voltage stays up so the computer sends the signal to fire the injectors.

ok do you know how many volts it needs. And is there a sensor or something?
The "sensor" is the PCM. It checks system voltage and RPM while cranking, and will only fire the injectors when they're both sufficient. Going from memory, it's 10.5 volts and 200 RPM.
Also parts stores testing a starter means nothing.
Just because it spins doesn't mean it's good. May not have enough go juice inside, could be drawing too many amps, etc.
