I tried the front on the rear and it's fine, both fronts in fact.
I tried the other good front hub cap again on the problem side, same thing, it doesn't seat properly.
It's clear that the chrome clad or rim skin is lifting up from the end points near the hub. I've read some older threads that say those are glued on from the factory.
Has anyone ever repaired one of these? I doubt any adhesive will hold as the tabs where the skin ends and meets the hub are lifted up. I tried using a punch and hammer, but they won't budge.
I can just leave the hubcap off, but it pains me to look at the wheel without the cap, but I also don't want to buy wheels or anything that's going to cost a lot of money.
Have you considered larger washers under the lug nuts?
I did think of that, but I'm not sure it would effect the design of the lug nut to the wheel?
There is a thick, spin able washer that it built into the lug nut. What is the purpose of that and would it alter the design if I put a washer behind it?
Cut the part off that is protruding and be done with it.
Two things that concern me about that:
1) What is the rim skin continues to come off? At least with washers, it would hold down the bent up tabs.
2) I don't have anything to get in there to cut the tabs.
I'm going to try a washer on the one that is really bad and see what happens, if I can find a washer that will fit. My concern with the washer is the effect on the lug nut design.
Well I tried the washer idea and it didn't work. Bought some 1-1/2" diameter fender washers from an auto part store and opened up the id to 5/8". The diameter just barely fits considering the rim has a lip on it for the hub. But when I tighten the lug nut, it goes behind the tabs on the rim skin. I can't go bigger in diameter because of that lip on the rim.
I can feel on the areas where the tabs are separating, that the rim skin is coming off further up on the rim. I put my fingers inside the holes in the rim skin and it's not flush to the rim, like it is in the areas where it's not lifting.
Does Ford make a replacement rim skin? Is there anyway to get the existing one off?
I looked on ebay and could just buy a new rim, but shipping is a killer and to be honest, it might have the same issue.
Any other suggestions, there were so many of these trucks with those rims, this has had to have happened to others?
But back to the washer idea, you could get oversized ones and grind down the edge to fit against the hub. and still have it overlap where it is sticking up.
Not in the grand scheme of things. My truck is 14 years old, but in good shape. Plan is to keep it for a few more years.

I thought of that, but I'd have to go 1-5/8" at least, could not find those in the 3 places I went to; Pep Boys, AutoZone, and Harbor Freight. Any suggestions on where I can find 1-5/8" or 1-3/4" washers?

They glue panels on most cars these days so it should hold those tabs in place allowing the center cap to stay put. Just get good adhesive from a paint supply store, not some cheap stuff from the auto parts store.
